Social Security Daily Allowance Recovery

Optimizing IJSS Recovery: A Major Challenge for Companies

Effective management of Social Security Daily Allowance (IJSS) recovery is a major concern for companies. IJSS subrogation is commonly applied, allowing employees to receive their allowances directly from their employer during a work stoppage, rather than waiting for the CPAM. However, this practice requires meticulous management and precise monitoring of amounts advanced. Our experience shows that up to 25% of IJSS goes unrecovered each year.

The IJSS Subrogation Process: How Does It Work?

Subrogation is based on a simple principle: the company advances the allowances on behalf of the employee and must then be reimbursed by the CPAM. Unfortunately, in reality, recovering these subrogated IJSS often proves more complex than expected.

Challenges of Recovering Subrogated IJSS

Contrary to popular belief, not all IJSS subrogated by the employer are automatically reimbursed by the CPAM. For example, a significant percentage of these allowances may be omitted, representing a substantial loss for companies. For a medium-sized company, this can amount to €150,000 in losses each year.

Several factors contribute to these recovery issues. First, manual IJSS management by the CPAM can lead to delays, particularly during peak periods of work stoppages, such as during a flu epidemic.

Additionally, the CPAM needs to receive certain documents to process files, including the employee’s work stoppage certificate and the company’s declaration. If any of these documents is missing, the file is blocked, and the CPAM cannot make the necessary payments. Employee oversights are common in this regard.

There may also be discrepancies between how the CPAM and the company process the work stoppage, requiring corrections to ensure that IJSS are paid.

Monitoring Subrogated IJSS

To effectively control their IJSS, employers must carefully monitor payments made by the CPAM, regularly reconcile payroll and CPAM payments, and take measures to resolve payment issues.

However, this management can be time-consuming and demanding for HR and payroll departments, requiring regular follow-ups and frequent contact with the CPAM.

For an IT services company

4,500 employees

CONTEXT

The company experiences high absenteeism as well as numerous paternity and maternity leaves.

Internal declaration of salary certificates is done via event-based DSN under CEGEDIM Teams RH.

In October 2023, the company wished to recover IJSS for the years 2022 and 2023. Internal staff were not sized to carry out this action, and temporary staffing could not address this expert issue.

PROJECT SPECIFICS AND ALTHÉA VALUE-ADDED

The company’s turnover had a direct impact on IJSS recovery in cases of missing employee documents (no possibility to follow up with them after their departure).

Althéa’s action therefore had to be fast and effective.

Despite event-based DSN, absence declarations were not all known to the CPAM, which required mass resubmission of salary certificates on net-entreprises.

The reachability of Île-de-France CPAM was generally very low. A CPAM call in this region lasts approximately 50 minutes. The Soft-Phone solution used by Althéa reduces these calls to a maximum of 20/25 minutes.

SERVICES PROVIDED

After collecting the necessary data (extraction of absences, reinstated salaries, etc.), Althéa was able to implement an IJSS recovery process with the various CPAM using Althéa’s REC IJ tool connected to net-entreprises.

Several FOCUS areas:

  • Maternity leaves, paternity leaves, employees who left the company, sick leave salary certificates.
  • Over 3,000 stoppages were processed in 3 months and hundreds were unblocked.

For a local authority

5,000 civil servants and 1,300 contract workers

CONTEXT

The HR Director’s first words: “We are experiencing an IJSS hemorrhage.”

Strong need for support on IJSS. HR turnover significantly impacted IJSS monitoring.

Little or no monitoring, lack of history and visibility on the past. No event-based DSN. Astres payroll software.

In March 2024, the local authority wished to recover IJSS for the years 2022 and 2023. Internal staff were not sized to carry out this action, and temporary staffing could not address this expert issue.

PROJECT SPECIFICS AND ALTHÉA VALUE-ADDED

The impact of the absence of event-based DSN required mass submission of salary certificates on net-entreprises.

Althéa’s action therefore had to be fast and effective.

The reachability of Lorraine CPAM was very limited. Exchanges by email and Excel files took precedence over phone calls, which took over 50 minutes per call. However, the Soft-Phone solution used by Althéa reduced these calls to a maximum of 20/25 minutes.

  • Mass salary certificates, CPAM exchanges on maternity leaves, actions with the CDC for permanent employee paternity leaves,
  • 1,300 stoppages were processed in 3 months and hundreds were unblocked.
