A seemingly discreet reform, yet one that represents a genuine paradigm shift for employers. Expected for several years, this integration aims to reduce administrative formalities while strengthening measures to combat undeclared work. Analysis.   <br\/><\/p>\n\n<h2 class=\"wp-block-heading\"><strong>A Structural Reform Planned for 2026<\/strong><\/h2>\n\n<p>It is now official: the DPAE, this mandatory formality that every employer must complete before a new employee&#8217;s arrival, will be transmitted <strong>directly via DSN<\/strong> starting in <strong>2026<\/strong>.<br\/>This new notification, entitled <strong>&#8220;Notification 10 \u2013 Prior Declaration of Employment,&#8221;<\/strong> is part of the administrative simplification approach initiated since the creation of DSN in 2016.<\/p>\n\n<p>Initially, the system will only concern <strong>hires under the general scheme<\/strong>, and <strong>permanent employment contracts (CDI) or fixed-term contracts (CDD)<\/strong>. Temporary employment contracts and employees under the agricultural scheme are therefore not yet covered. <br\/><\/p>\n\n<h2 class=\"wp-block-heading\"><strong>Specifically, What Will Need to Be Declared?<\/strong><\/h2>\n\n<p>This notification must be transmitted <strong>within 8 days preceding the employee&#8217;s actual hiring<\/strong> and will include a set of essential information:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>Employee identity<\/strong>: NIR, surname, first names, date and place of birth, gender<\/li>\n\n\n\n<li><strong>Expected date and time of hiring<\/strong><\/li>\n\n\n\n<li><strong>Type of contract<\/strong> (CDI or CDD), with any public policy schemes utilized<\/li>\n\n\n\n<li><strong>Duration of probationary period<\/strong>, mandatory for CDIs and CDDs exceeding 6 months<\/li>\n\n\n\n<li><strong>Contract end date<\/strong> for CDDs<\/li>\n\n\n\n<li><strong>Identification of the Occupational Health and Safety Service (SPST)<\/strong><\/li>\n<\/ul>\n\n<p>In case of error (particularly regarding the hiring date), a <strong>new &#8220;complete cancellation and replacement&#8221; notification<\/strong> may be submitted. A <strong><a href=\"https:\/\/www.net-entreprises.fr\/declaration\/comptes-rendus-metiers-dsn\/\">business acknowledgment report (CRM 126)<\/a><\/strong> will also confirm proper processing of the declaration. <br\/><\/p>\n\n<h2 class=\"wp-block-heading\"><strong>A Matter of Simplification but Also Compliance<\/strong><\/h2>\n\n<p>For employers, this reform offers dual benefits. It enables <strong>further centralization of social declarations within a single channel\u2014DSN<\/strong>, while <strong>limiting risks of oversight or non-compliance<\/strong>. Ultimately, this could also contribute to <strong>improving the quality of data transmitted to social organizations<\/strong>.  <\/p>\n\n<p>However, this technical advancement also requires <strong>adaptation of internal processes and HRIS tools<\/strong>.
