{"id":19501,"date":"2026-03-12T15:29:43","date_gmt":"2026-03-12T14:29:43","guid":{"rendered":"https:\/\/pre.althea-groupe.com\/news\/whistleblowing-in-a-major-international-bank-a-case-study-on-the-deployment-of-an-internal-reporting-system"},"modified":"2026-06-24T08:59:11","modified_gmt":"2026-06-24T06:59:11","slug":"whistleblowing-in-a-major-international-bank-a-case-study-on-the-deployment-of-an-internal-reporting-system","status":"publish","type":"post","link":"https:\/\/preprod.althea-groupe.com\/en\/news\/whistleblowing-in-a-major-international-bank-a-case-study-on-the-deployment-of-an-internal-reporting-system\/","title":{"rendered":"Whistleblowing in a major international bank: a case study on the deployment of an internal reporting system"},"content":{"rendered":"\n<p><em>Reading time: 4-6 minutes<\/em><\/p>\n\n<div style=\"height:28px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n<p><strong>Whistleblowing<\/strong> refers to reporting systems that allow employees or third parties to securely and confidentially\u2014sometimes anonymously\u2014report serious incidents or illegal acts within an organization so they can be investigated and addressed.<br\/>Reports may involve HR-related situations (harassment, discrimination, etc.) or ethical and compliance breaches (non-compliance with internal rules, fraud, corruption, etc.).<\/p>\n\n<p>In large organizations, and particularly in the banking sector, <s>t<\/s>hese systems are now strictly regulated to ensure whistleblower protection.<\/p>\n\n<p>With European Directive 2019\/1937, transposed via the Waserman Law in France, and increased requirements from supervisory authorities, the regulatory framework now requires companies to implement <strong>reliable, secure, and traceable mechanisms for processing alerts<\/strong>.<\/p>\n\n<p>On the ground, however, these projects go far beyond simple compliance.<\/p>\n\n<p>This was illustrated by a project successfully supported by <strong>Alth\u00e9a<\/strong> for a <strong>major international bank<\/strong>, as part of the deployment of a harmonized reporting system across several countries.<\/p>\n\n<h2 class=\"wp-block-heading\">The context: harmonizing an existing system within an international group<\/h2>\n\n<p>The bank already had reporting systems in place in certain entities.<\/p>\n\n<p>However, these mechanisms had several limitations:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>different processes depending on the country<\/strong><\/li>\n\n\n\n<li><strong>disparate or local tools<\/strong><\/li>\n\n\n\n<li><strong>limited visibility at the group level<\/strong><\/li>\n\n\n\n<li><strong>alert management that was difficult to consolidate and monitor<\/strong>.<\/li>\n<\/ul>\n\n<p>In a reinforced regulatory context, the group therefore launched a project aimed at:<\/p>\n\n<ul class=\"wp-block-list\">\n<li><strong>harmonizing alert processing procedures<\/strong>,<\/li>\n\n\n\n<li><strong>deploying a single whistleblowing tool<\/strong>,<\/li>\n\n\n\n<li><strong>securing the management of sensitive data<\/strong>,<\/li>\n\n\n\n<li><strong>strengthening the global oversight of the system<\/strong>.<\/li>\n<\/ul>\n\n<p>Alth\u00e9a was asked to support this project, from the scoping phase through to operational deployment.<\/p>\n\n<h2 class=\"wp-block-heading\">Identified challenges: compliance, sensitive data, and governance<\/h2>\n\n<p>Very quickly, the project revealed several structural challenges.<\/p>\n\n<h3 class=\"wp-block-heading\">1. Data protection<\/h3>\n\n<p>A whistleblowing system involves managing particularly sensitive information:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>identity of the whistleblower<\/li>\n\n\n\n<li>reported facts<\/li>\n\n\n\n<li>individuals potentially involved.<\/li>\n<\/ul>\n\n<p>In an international banking group, this raises critical questions:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>data localization<\/li>\n\n\n\n<li>compliance with local regulations<\/li>\n\n\n\n<li>access security<\/li>\n\n\n\n<li>absolute confidentiality of information.<\/li>\n<\/ul>\n\n<p>The management of this data became <strong>the heart of the system<\/strong>.<\/p>\n\n<h3 class=\"wp-block-heading\">2. International regulatory complexity<\/h3>\n\n<p>The group operated in several jurisdictions with:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>different whistleblowing laws<\/li>\n\n\n\n<li>varied requirements from supervisory authorities<\/li>\n\n\n\n<li>specific data protection constraints.<\/li>\n<\/ul>\n\n<p>The objective was therefore to <strong>find a balance between global harmonization and local adaptation<\/strong>.<\/p>\n\n<h3 class=\"wp-block-heading\">3. Governance of alert processing<\/h3>\n\n<p>Beyond the tool, the project quickly raised organizational questions:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Who is responsible for processing an alert?<\/li>\n\n\n\n<li>What is the autonomy of local entities?<\/li>\n\n\n\n<li>How to handle sensitive cases involving managers?<\/li>\n\n\n\n<li>How to guarantee the independence of investigations?<\/li>\n<\/ul>\n\n<p>The project thus highlighted a central issue: <strong>the governance of the reporting system<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">Alth\u00e9a&#8217;s approach<\/h2>\n\n<p>To address these challenges, <strong>Alth\u00e9a<\/strong> structured the project around several key stages.<\/p>\n\n<h3 class=\"wp-block-heading\">1. Scoping and diagnosis of the existing system<\/h3>\n\n<p>This phase allowed for the identification of:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>existing processes in the various entities<\/li>\n\n\n\n<li>regulatory gaps<\/li>\n\n\n\n<li>technical and organizational constraints.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">2. Formalization of a target model<\/h3>\n\n<p>Working with the group&#8217;s Compliance, HR, IT, and Data Protection teams, <strong>Alth\u00e9a<\/strong> helped to:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>define <strong>alert management processes<\/strong><\/li>\n\n\n\n<li>clarify <strong>roles and responsibilities<\/strong><\/li>\n\n\n\n<li>structure the <strong>governance of the system<\/strong>.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">3. Tool selection assistance<\/h3>\n\n<p>The project then included an <strong>evaluation of market solutions<\/strong> phase.<\/p>\n\n<p>The offers and approaches of the main specialized players (Navex, EQS, Whispli) were analyzed according to several criteria:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>security and data protection<\/li>\n\n\n\n<li>access management and information segregation<\/li>\n\n\n\n<li>investigation workflows<\/li>\n\n\n\n<li>consolidated reporting<\/li>\n\n\n\n<li>multilingual capabilities.<\/li>\n<\/ul>\n\n<h3 class=\"wp-block-heading\">4. Deployment and support<\/h3>\n\n<p>Finally, <strong><a href=\"http:\/\/www.althea-groupe.com\">Alth\u00e9a<\/a><\/strong> also supported:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>the configuration of the selected solution<\/li>\n\n\n\n<li>the implementation of workflows<\/li>\n\n\n\n<li>change management<\/li>\n\n\n\n<li>training for alert managers.<\/li>\n<\/ul>\n\n<p>In terms of timeline, the project took place over a period of 14 months:<\/p>\n\n<ul class=\"wp-block-list\">\n<li>Scoping, formalization of the target, and RFP preparation: 4 months<\/li>\n\n\n\n<li>RFP \/ solution selection \/ contracting: 5 months<\/li>\n\n\n\n<li>Configuration and international deployment: 5 months<\/li>\n<\/ul>\n\n<h2 class=\"wp-block-heading\">Key lessons from the project<\/h2>\n\n<p>This case study highlights several key success factors.<\/p>\n\n<h3 class=\"wp-block-heading\">1. Clarify governance before the tool<\/h3>\n\n<p>The tool alone cannot resolve organizational trade-offs.<\/p>\n\n<p>Roles and responsibilities must be defined beforehand.<\/p>\n\n<h3 class=\"wp-block-heading\">2. Harmonize without uniformizing<\/h3>\n\n<p>An international system must integrate local constraints while ensuring global consistency.<\/p>\n\n<h3 class=\"wp-block-heading\">3. Build trust in the system<\/h3>\n\n<p>A compliant system that is rarely used does not achieve its objective.<\/p>\n\n<p>Employee trust is essential.<\/p>\n\n<h3 class=\"wp-block-heading\">4.
