On paper, the ambition is clear: anticipate staffing needs, project resources in the medium term, adjust organizations, and secure the capacity to deliver.<br\/>But in practice, SWP often remains a theoretical exercise.<br\/>Not because the ambition is wrong, but because the starting point is poorly defined. <\/p>\n\n<h2 class=\"wp-block-heading\">Before skills: actual capacity<\/h2>\n\n<p>Before discussing skills trajectories, recruitment plans, or job transformation, a more immediate question must be addressed: do we currently have the right capacity at the right time, in the right place, and at the right cost?<br\/>Without consolidated Time data, this question remains without a reliable answer.<br\/>Workloads are poorly compared, operational tensions are identified too late, and additional costs end up multiplying, particularly through temporary labor or overtime.<\/p>\n\n<p>The result: decisions made too late&#8230; and costs that drift without ever being truly managed.<\/p>\n\n<p>Take a simple example.<br\/>When activity peaks are poorly anticipated, the organization compensates in an emergency with external reinforcement or overtime.
