Measuring capacity is no longer enough.<\/strong><\/p>\n\n

Two teams can have the same number of hours, the same budget and the same headcount. And yet deliver radically different performance. <\/p>\n\n

Why?<\/p>\n\n

Because skills coverage is not the same.<\/p>\n\n

In other words, resources may look comparable on paper, without enabling the same level of execution. The difference therefore does not come solely from the volume of available resources. It also comes from how skills are actually distributed, mobilized and made available across the organization. <\/p>\n\n

The myth of declarative skills<\/h2>\n\n

In many organizations, skills are now mapped, assessed and documented. They appear in frameworks, in matrices or in HR tools. They are therefore visible, identified and, apparently, mastered. <\/p>\n\n

But one question often remains unanswered.<\/p>\n\n

Are these skills actually linked to:the time actually available?project assignments?contractual constraints?<\/p>\n\n

That is where the real issue lies. Because a declared skill does not, on its own, indicate whether it can actually be mobilized. Nor does it indicate whether the person concerned has the time needed to use it, or whether that skill is already being consumed elsewhere in the organization. <\/p>\n\n

In other words, a skill can be known without being truly managed.<\/p>\n\n

Hybrid organizations and multiple assignments<\/h2>\n\n

Today, organizations are increasingly operating in project mode. Resources work on several topics in parallel. Assignments intersect, overlap and make capacity harder to interpret. <\/p>\n\n

A simple example:<\/p>\n\n

An employee mobilized at 30% on a cross-functional project.<\/p>\n\n

This situation may seem typical. And yet, if this assignment is not structured in the frameworks, the consequences are immediate. <\/p>\n\n

Hours are allocated incorrectly.Costs are assigned incorrectly.Actual capacity is distorted.<\/p>\n\n

In this case, the skill does exist on paper. But it does not really exist in management. <\/p>\n\n

It is precisely this gap that weakens the reading of actual skills coverage. The organization believes it has a skilled resource, when part of their availability is already committed elsewhere. <\/p>\n\n

In summary<\/h2>\n\n

Performance therefore does not rely solely on a volume of hours, a budget or headcount. It relies on a more precise and more demanding combination: <\/p>\n\n

Time \u00d7 Capacity \u00d7 Skills<\/strong><\/p>\n\n

This combination makes it possible to assess an organization\u2019s true robustness.<\/p>\n\n

Does your organization measure its actual coverage\u2026 or only its headcount?<\/p>\n\n
