Historically focused on the administrative management of statuses (careers, payroll, legal acts), it is now moving toward a more strategic approach. This transformation is driven by several factors: an aging workforce, recruitment difficulties, budgetary constraints, and the transformation of public missions.  <\/p>\n\n<p>Today, public HR incorporates challenges related to strategic workforce and skills planning (SWSP), attractiveness, quality of life at work, and change management. It also increasingly relies on digital tools and data to manage workforces and anticipate needs. <\/p>\n\n<p>In a highly regulated and budget-constrained environment, public organizations must rethink their models to reconcile service quality, efficiency, and adaptation to new usages.<\/p>\n\n<p>Thus, the HR function is becoming a key player in the performance and modernization of public action.<\/p>\n\n<h2 class=\"wp-block-heading\">Thomas Luks, Public Sector Lead for the HR Transformation practice, shares his analysis of the challenges and looks back at the transformation levers currently at work.<\/h2>\n\n<h2 class=\"wp-block-heading\">Why is HR transformation currently a strategic topic for public sector organizations?<\/h2>\n\n<p>For several reasons. First, the public sector is facing a <strong>marked aging of its workforce<\/strong>, with significant retirements linked to the baby-boomer generation, but also due to professions under high pressure (digital and healthcare, for example). This creates massive renewal needs in terms of volume, as well as circuits that need to be redesigned for mobility and retraining. <\/p>\n\n<p><strong>Skills management<\/strong>, including the shift from a status-based logic to a more forward-looking logic, is becoming essential to anticipate future needs and secure critical skills.<\/p>\n\n<p>Next, there is currently a <strong>strong attractiveness challenge<\/strong>. The public sector is facing unprecedented recruitment difficulties and strong competition from the private sector, which implies modernizing its practices, image, and tools to attract both young and more experienced profiles. HR then becomes a stakeholder in employer branding and retention issues.  <\/p>\n\n<p>Finally, the transformation of <strong>HR information systems and management practices<\/strong> has become essential. While it is already well underway in certain areas, particularly in the State Civil Service, technical obsolescence or ecosystems poorly adapted to the sector&#8217;s specificities are still observed in some contexts. <\/p>\n\n<p>More globally, the public HR function is evolving: it can no longer be limited to an administrative and status-based logic. It must become a strategic HR function, <strong>driven by skills, data, and public performance<\/strong>. <\/p>\n\n<p>Added to this is a cross-cutting challenge: <strong>doing more with constrained resources<\/strong>, while maintaining a high level of service quality.<\/p>\n\n<h2 class=\"wp-block-heading\">How do public sector HR challenges differ from those in the private sector?<\/h2>\n\n<p>The first difference lies in the very nature of the public sector.<\/p>\n\n<p>In the vast majority of cases, these are not commercial organizations, but organizations whose mission is to provide a <strong>public service to citizens<\/strong>. This strongly influences the HR culture and practices, from recruitment to career management. <\/p>\n\n<p>However, the challenges are not fundamentally opposed to those of the private sector. We even observe a progressive convergence, particularly on topics of efficiency, attractiveness, modernization, and management. <\/p>\n\n<p>Nevertheless, one of the major specificities remains the <strong>statutory management of careers and skills<\/strong>, which has historically been very regulated. Today, this approach is evolving toward more forward-looking models, closer to private sector practices. <\/p>\n\n<p>The public sector must therefore find a balance between <strong>respecting the regulatory framework<\/strong> and <strong>modernizing its practices<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">Why have HRIS become a key lever in the public sector?<\/h2>\n\n<p>Historically, public sector HR systems were often <strong>heterogeneous and sometimes obsolete<\/strong>, with high maintenance costs, even though some branches of the public service have now modernized significantly.<\/p>\n\n<p>But beyond technical modernization, the main challenge lies elsewhere: it is about <strong>better utilizing HR data<\/strong>, notably by directly impacting HR policies\u2014for example, on the skills side by developing <strong>forward-looking logic<\/strong>, or on recruitment and training.<\/p>\n\n<p>We are thus moving from a logic of administrative tools to a logic of <strong>strategic human resources management<\/strong>.<\/p>\n\n<h2 class=\"wp-block-heading\">What are the signals indicating that a public organization needs to undergo a transformation?<\/h2>\n\n<p>Several factors can trigger a transformation. The first is <strong>imposed<\/strong>: budgetary constraints. Organizations must do more with fewer resources, which pushes them to review their organization and processes.  <\/p>\n\n<p>The second is related to <strong>workforce renewal<\/strong> and the <strong>difficulty of recruiting<\/strong> and identifying <strong>necessary skills<\/strong>. Retirements and the need for new skills require adapting HR models. <\/p>\n\n<p>Finally, there is an <strong>operational efficiency<\/strong> challenge, particularly with the integration of new technologies like artificial intelligence, which opens up new perspectives in terms of performance and service quality.<\/p>\n\n<h2 class=\"wp-block-heading\">How do you concretely support public sector organizations?<\/h2>\n\n<p>Our approach covers the entire transformation chain of the HR function and how it delivers value, through two pillars.<\/p>\n\n<p>The <strong>first pillar<\/strong> consists of supporting our clients across all <strong>operational and &#8220;sovereign&#8221; HR processes<\/strong>: administrative management, payroll and pre-liquidation, working hours, scheduling, as well as the management of the wage bill and workforce. The challenge is then to structure and ensure the reliability of HR data to allow for clear and shared management across all these processes. I view HR data here more in its quantitative dimension.  <\/p>\n\n<p>These elements fuel the HR department&#8217;s dialogue with general management, the financial affairs department, or the IT department, and allow for informed decisions on resources and costs.<\/p>\n\n<p>The <strong>second pillar<\/strong> is <strong>talent management<\/strong>: we support organizations in managing skills, career paths, and professional trajectories. Here, we work with more qualitative HR data: professions, skills, potential&#8230; <\/p>\n\n<p>The goal is to allow organizations to move from a workforce management logic to a skills management logic, to anticipate needs, secure professions under pressure, and support transformations.<\/p>\n\n<p><strong>What makes us unique is the ability to articulate these two pillars<\/strong> across the Organization-Process-HRIS triptych: the first allows for managing the existing, the second for preparing for the future. Together, they offer a complete vision: both operational and strategic. <\/p>\n\n<p>Concretely, this allows for linking budgetary and organizational decisions to skills challenges, and thus aligning daily resource management with the long-term transformation of public organizations.<\/p>\n\n<h2 class=\"wp-block-heading\">What role do data and artificial intelligence play today?<\/h2>\n\n<p>The public sector represents approximately <strong>20% of salaried employment in France<\/strong>, which means it handles very large volumes of HR data, which are still underutilized today to guide the HR policies of tomorrow.<\/p>\n\n<p>Today, not a single one of our discussions with public sector actors concludes without talking about AI, and notably its contribution to the HR decision chain, not just in the production chain of a particular process.<\/p>\n\n<p>The challenge is great, but artificial intelligence opens up major perspectives across all HR domains, even if one naturally thinks of strategic workforce planning and its correlation with the wage bill, the evolution of skills and needs to be anticipated, or the renovation of training policies. For example, regarding training catalogs, AI can make it possible to offer paths that are <strong>better adapted, faster to build, and better aligned with real needs<\/strong>. <\/p>\n\n<p>More broadly, it allows for a shift from a descriptive logic to a <strong>predictive and strategic<\/strong> logic.<\/p>\n\n<p><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The HR function in the public sector has evolved profoundly in recent years.
